DPA Application to Food Supply & Security Narratives Context The Somali piracy/insurgency analogy has been used to frame local food security disruptions as evidence of fragility in the U.S. domestic system. In this narrative, looting, shortages, or coercion in food distribution are equated with insurgent control over shipping lanes. This frame—if left unaddressed—can destabilise confidence in both government and private supply chains. DPA Authority • The Defence Production Act (DPA) empowers the federal government to prioritise and direct private industry in the interest of national defence. • “National defence” under the DPA is not limited to military readiness—it includes critical infrastructure, disaster response, and food security. • Grocers, distributors, and logistics providers can be compelled to cooperate under DPA authority to ensure steady supply, prevent hoarding, and avoid private-sector practices that create unnecessary scarcity. Strategic Rationale • Prevents insurgent narrative capture: By securing grocery supply chains under DPA authority, the U.S. avoids the perception that local conditions are deteriorating into “warlord economies.” • Undercuts adversary analogies: When shelves remain stocked and rationing is orderly, the Somali comparison collapses. • Limits liability for grocers: DPA provides legal cover for grocers who comply with federal directives, reducing the risk of civil or criminal suits for perceived discrimination or negligence. Implementation Guidance • Federal designation of grocers as “essential infrastructure” under the DPA. • Coordinated requirements for minimum reserve stocks and controlled release in emergencies. • Clear messaging: “This is not martial law. It is supply chain stabilisation under federal authority.” • Partnership with local law enforcement and National Guard to protect grocer staff, while ensuring store personnel not explicitly assigned to security are shielded from liability and danger. Outcome • Reframes food supply from a “Somali piracy” metaphor into a federally protected national security function. • Positions the state as proactive rather than reactive, reducing adversary leverage in narrative warfare. • Provides continuity of access to critical resources while avoiding escalation into civil rights or labour liability traps.

The employees are great, but this being the only option for a grocery store in Estacada isn't sustainable. The prices here are insane, and always have been- even pre- inflated. This box of cereal is almost 8 dollars. Everything is either at MSRP or higher. Our town is growing, and the store isn't big enough, nor is it cost effective. You're better off driving to Sandy and going to Fred Meyer or Safeway. And I think almost everyone already does that.

We love 💕 our local country market, friendly helpful staff and good service. So many small towns have been ruined by big corporation stores (looking at you Molalla & Canby) but Estacada still has that great small town vibe. You never know what you will see there. Keep it real!! Some good restaurants as well.

Very clean, organized, decently stocked overall, SUPER kind, friendly staff and easy to find (location of store AND items within the store) but WOW the prices!

I certainly understand certain aspects of smaller store, less buying quantity equals larger overhead etc but how on Earth can peanut butter be over $6 for a standard size? Or the "less expensive" bag of cereal be $5.99 for the small bag and almost $8 for the larger size? Cheapest hotdogs - yeah like "poor man's food" - $3.89!!

However, I will say they've sporadically placed a handful of AWESOME deals like 2 for $7 on a 12 pack of Pepsi products while Coke products were $7.39 a 12 pack! Not even sure how much a 20 or 24 pack of Coke products were but I knew I couldn't afford it LOL but on Pepsi products it was cheaper to buy two 12 packs.

Overall, great experience as far as staff, location, cleanliness and ease but I rated it only 3 out of five because I came out with a handful of items (and not like steak or other high priced items) and spent $24.

Lastly, the next grocery store is in Sandy, ten or more miles away. Meaning they have a monopoly over the town, campgrounds/state parks and all outlying areas. SO, with all of that being said you have to wonder: Large overhead that needs covered to stay in business OR are they just taking advantage of their monopoly knowing people don't have a choice... I digress but hopefully some food...

You know Thriftway in estacada use to be great.I remember when previously it was a Ben Franklin/Iga market before and at first it was great.bought my first comic book there as a kid and more importantly enough its employees didnt treat people like dollar signs This last visit just reminded me how small people can act sometimes. When in there with my wife and 1 year old daughter to get there milk on TANIF due to ive had a stroke and on disability and My wife whom we have two children who had been a cashier before at another store but had to quit because they totally screwed her on her maternity leave. It goes like this we start heading to go in line and the woman totally put her closed sign and acted buisy so we didnt have to go in her line and as soon as we went in another line and a person got behind us, she magically opened and let them go first.i was mad but passive agressive and didnt say anything.I might be totally wrong but deep down i felt so discriminated.its hard enough in this world but to be treated badly for the way you look or whatever the reason we...
