Embarking was reasonable, with typical lines and wait times, which is why I gave 2 stars instead of one.
Disembarking was a very negative experience. The staff closed the stairs to all passengers requiring use of the elevator or escalator "for safety" even though we just spent 14 days using 13 flights of stairs on the cruise ship. They only had ONE elevator for the entire cruise ship so the line was really long. We opted to use the escalator which they tried to tell us we could only take one piece of luggage on, again for safety. So we asked if we could leave one piece at the top and the worker said yes no problem. We confirmed we could go up the stairs to the top of the elevator to get our 2nd luggage after bring the first piece down of the escalator, again it was no problem. 3 of our party of 5 did this, then at the bottom of the escalator both security and an NCL worker started yelling at us that we couldn't leave our first piece of luggage at the bottom and we couldn't use the stairs to go back up even though we were going up empty handed. Chaos ensued, they told the 3 to use the elevator to go up. So they did, but they continued to be hateful to us about luggage at the bottom, and told us to keep moving. At this point we had to people with our 4 pcs of luggage plus 3 pieces that we were required to bring down one at a time. it's pretty easy to observe that two people can't manage seven large pieces of luggage instantaneously, but they just kept yelling at us and being very rude. The people at the bottom were not coordinated with what the people at the top told us to do and it both ends they were just extremely rude and unprofessional, and how they treated my family.
To make matters worse, once we got down the escalator something was wrong in immigration and we stood in line for about three hours, barely moving to get through immigration. I'm not sure what caused that problem. We heard rumors that their system was down, but once we got to the immigration officer, they could not confirm that so maybe they are just poorly managed all around.
Either way I will think twice about using the Miami cruise port in the future based on this experience.
Then a family not far behind us while we were managing our own chaos, also ended up arguing with the same security guard and cruise ship worker because they were separating their family with children by holding the line. I understand the need to queue people, but they could at least be courteous and listen to the customer when we explain the guy at the top told us to take one piece of luggage down and use the stairs, or to listen to the family who is being separated. They had no regard for the customer experience And left a sour taste for the end of our Norwegian cruise.

They'll usually use this terminal in conjunction with the adjacent Terminal C for larger ships as its all one large building, but since the Norwegian Pearl was docked there, they ended up funneling 4000+ guests through a facility that is intended to accommodate ~2500 passenger ships.
Since the building kept reaching full capacity, a line had formed outside. There was no clear starting point, so there were at least 10 lines trying to merge into a single line with only two employees directing guests. Because of the disorganization, it took us over 90 minutes just to enter the terminal.

Needed a place to sit and wait while the rest of the group arrived since they had the kids’ passports. At the terminal, the Norwegian crew kept pushing us away, telling us we had to wait outside in the heat even though I have two 80+ ladies with me. There was no compassion and no interest to help.
