Update 03/11/2022: The leaking roof has been repaired as of 03/08/2022 after a new management company, Oakmark Management, assumed management of Foxwood Apartments as of 02/24/2022. There have been a few concerns since Oakmark assumed control however I have been assured that the concerns I've expressed through email are due to system and account transitions between companies. I can say communication with Oakmark is MUCH better than it ever was with ZPM. Oakmark actually responds to my emails almost immediately and any mistake I've brought to their attention has been handled in a timely manner so far. If anything new arises before the lease agreement expires in July 2022, I'll certainly update this review.
DO NOT MOVE HERE UNDER ANY CIRCUMSTANCES! I wish there was a 0 Stars option. My roommate and I moved here in July 2021 and have had nothing but problems.
To start, we were told we were receiving a fully renovated apartment only to find the ceiling in the Master Bedroom not only has water damage but is leaking, sliding closet doors are not even attached to the tracks, the gutters are clogged, and the balcony floods. I notified management with a "move-in checklist" documenting the damages found upon moving in immediately to which I received absolutely no response for nearly 2 months. I even sent two emails to the Leasing Agent Kelli Gordon responsible for drafting our lease who never responded.
I put in a maintenance request for said damages to the ceiling after a storm came through and the ceiling started leaking! Our balcony gutters are still perpetually clogged and floods our balcony every time it rains. Absolutely nothing was done or said except "we have to contact a 3rd-party contractor to clean the gutters and we're awaiting bids now". That was nearly 30 days ago now.
I then emailed a Ms. Lindsay Pietsch who is supposed to be the listed Regional Manager for ZPM Management who informed me she would speak to maintenance and make sure someone would come out to look at the interior damages. No one came and no further response was made to any sort of correspondence I've sent.
I then email her again with updated photographs detailing how the damage has gotten worse to which she told me she forwarded the email to maintenance and once again, absolutely no one came to even look at the damage.
On top of the damages, our resident portal has been repeatedly charged late fees when our rent is paid in accordance to our contracted lease agreement and I have not received any responses to phone calls, voicemails, or emails. I have even had to leave work early twice and go to the leasing office personally during business hours.
The first time I left work early and knocked on the leasing office's door for nearly 45 minutes until finally a Ms. Lynn Ott answered with an attitude as though I was bothering her only to say it was a system error and that it will be fixed. After asking for that in writing, it took nearly 30 more minutes for her to draft a simple note dictating what she said.
The second time I left work early to go to the leasing office since no one answers the phone or returns phone calls or emails, lo and behold absolutely no one was there IN THE MIDDLE OF THE DAY DURING NORMAL BUSINESS HOURS! And no, it was not "during lunch hours" either as I've seen as a response. I've tried being as patient and professional about this as possible but no more.
Under no circumstances should anyone move here. We've been lied to, avoided, ignored, and outright disrespected at this establishment and no amount of apologies or anything is going to fix this.
We have since sought out legal action, including an official complaint to New Castle County Code Enforcement, against Foxwood Apartments regarding the damages which are now 5 months ongoing and our lease doesn't end until July 2022. I'm almost positive our security deposit will also not be refunded to us as I've seen in other reviews Foxwood Apartments deliberately withholds deposits until legal action is either threatened or actually carried out.

After going to the Management Office the young lady who assisted me advised that I should follow her in my car to the building that the unit I was viewing was in. This proved to be a waste of time, the building was so close to the Management office we could have walked.
Upon entering the unit the young lady remains at the door with her arms perched on the ledge as if she was exhausted, she turned no lights on and I literally had to turn the lights on in each room I entered and conducted my own tour.
I then start noticing a few things which contradicts what I was told which was that the unit was ready to be rented. So I point out the following:
A. The paint appears to be unfinished in kitchen I show the young lady where a whole spot was missed. B. There is literally something splattered on the kitchen wall like a brown liquid that dried up.
The young lady responds without moving an inch, āthe unit is freshly paintedā, my response to her was ācome see for yourselfā at that point she came over viewed what I pointed out to her and went back over to her resting place.
C. In the Master bedroom the cover to the crawl space in the closet is literally not connected to the wall.
Again I had to suggest that she comes and see exactly what I am referring to.
The young ladies response to all of the above was āBefore anyone moves in, we will clean and do touch up work.ā
My response ok so if I am approved will I be permitted another walk through to ensure that everything I pointed out to you has been addressed and rectified. The young lady responds āafter you pay the deposit you can do another walk through but the deposit is non-refundableā.
At this point I am thinking to myself you lost my interest when you failed to do your job and give me a tour (meaning you lead, you explain and you sell me on wanting to rent) I am now just asking questions for my review that I will be doing to help the next person out who may be interested in renting here.
I then request to see the next unit which is the exact same as the first unit, the only difference is the second unit has a washer and dryer. Well once at the second unit I inquire where the washer and dryer is located, the young lady (of course she is ant door with her arms perched on the ledge) advised that it was in the Master Bedroom. Now Iām in the Master bedroom looking, I open the closet door and there sits the washer and dryer in the middle of the floor, leaving no room in the closet for one to even utilize the closet for clothes.
So ultimately as cute as the apartment was and as upkept as I found the property to be, I chose not move forward with the application process as I found this young lady to be very unprofessional, uninterested and honestly down right lazy and I canāt see myself having to deal with her on the go forward.
I wonder if this is how she treats all potential applicants or perhaps just people who look like me!
Additionally, I would strongly suggest that this property not offer units with washers and dryers, as the closet space is minimal and renters would have to literally swap out the full use of a closet just to have a washer and dryer.
Additionally one huge red flag was after I parked I asked the young lady if it was ok if I parked here (there was a reserve sign in that spot), her response was āyouāre fine weāll only be here for like 5 minutesā. Iām thinking to myself 5 minutes š§ I am viewing an apartment to decide if I am going to apply which would entail me paying an application fee, this will be beyond 5...
Ā Ā Ā Read moreWorst. Apartment. EVER. DO NOT under ANY circumstances live here. We moved out after living here for barely 3 months; thatās how bad it was. The rent is cheap for a reason: youāre gonna have squirrels for roommates. First week we moved in, we made a maintenance request saying that we could hear squirrels in our walls and across the ceiling (we were on the top floor) and then they were getting INSIDE the vents!!!! The office immediately CLOSED the ticket without any comment and just completely ignored us. So obviously I opened another ticket and we were ignored again for WEEKS. We bothered them again, and they stated that they contacted outside contractors but 2 squirrels have been removed⦠Thatās not the issue. The building is so run down and old, we were literally able to find one of the holes that the animals were using to get inside. They ignored us again for weeks until we threatened legal action as this was a safety and health hazard. They proceeded to tell us that we live in a wooded area so animals are expected⦠yeah I donāt expect them to be IN MY APARTMENT VENTS. I ended up bringing up the DE Tenant/Landlord Code and how they were not upholding their end of the lease and threatened legal action. Then, the office literally just told us we could move out with no penalty and theyād give us our security deposit back. So we did. Thatās the ONLY good thing they did for us while we were there.
The apartment itself is cute, but you can tell it got the ālandlord specialā. It was painted over and over after every tenant. You could also see how the property cut corners when it came to āupdatingā the units. Washed and dryer was super small but at least we had one in unit. I will say that the photos online are nowhere near the apartment we actually moved into. Again, it was a cute apartment but we definitely couldāve gotten something better quality for the same price in rent.
The office management people are rude and go back on their words constantly. The neighbors are rude and weird. I genuinely did not feel safe living there. The hallways smell disgusting and just ARE disgusting. People would leave trash in there constantly; there were multiple instances where a dog had peed on the ground or the stairs, and it took literal weeks for the pee to be cleaned up⦠so that just shows how often the common areas are getting cleaned⦠Itās so run down that the stairs are falling apart and the railings are extremely wobbly. Just waiting for a lawsuit with that honestly.
Trash was never getting collected either. We went WEEKS with the trash not being collected. Like, no wonder we had animals in our apartment. Thereās only like 1-2 dumpsters for every 4-5 buildings. Thatās a lot of people with a lot of trash. Trash was literally OVERFLOWING and all over the ground and it was disgusting and smelly. Iām sure that probably broke a few environmental laws with just how much litter was on the ground.
TLDR: DONT MOVE HERE!! Animals in your apartment vents, weird and creepy neighbors, office workers extremely rude and petty, apartment may look cute but itās actually in a largely rundown building that smells weird and is unsafe⦠trash collection is hit or miss and not enough dumpsters for the amount of people that live there so thereās always tons of litter on the ground. Do yourself a favor and look somewhere...
