DMV — Local services in South Boston

I understand we need Laws . But on the other hand I purchased a vehicle from NC has title brand salvage rebuilt . The guy I purchased from has driven car across country put 1000s miles on it . But in Va I have to get normal va state inspection I understand that then fill out application for SALVAGE title mail in all records with extra fees . Wait for Richmond to send there own certified inspector to come out to do another hands on inspection to make sure it's road worthy if all goes well they will mail me a Va Branded title . To me this is nonsense a waste of my time my money and State money . My point being 1st of all if I have a valid or current car title that says salvage REBUILT , meaning car was safe to drive in the state it was issued, WHY DOES VA not accept that and follow Normal title tranfer procedures ? This is one of the slowest DMVs that are local to me. They weren't even busy. 3 people ahead of me, 4-5 workers at windows and it still took me over 30 to get to a second window after the information line to prove to DMV that YES, I have ins. OK 3 weeks ago I was in and out in 5 minutes. It happened again. Not a fluke folks! Twice in a row. I even went to my local DMV (Newport News... on a Saturday... OMG!) recently & the line was out the door. I'm sure it was the 6' social distancing that pushed it outwards. I left & told myself I'd wait until at South Boston once more.
