When lumpers are at a reciver or shipper it's usually an outside service and it is chargeable fee to the Shipper/Broker whoever paid you for that load if it is required fee they will then charge their customer if the option is there for you to unload it you will charge for your time whatever is cheapest.If the shippers customer doesn't pay the added required lumper fee back usually loss of their product service.
