Absolutely terrible. My brother and I both are professional roller and ice skaters. We went to visit, after paying, we tried to get skates for our size, They had 2 size 12's, 1 size 11, and 2 size 10 skates. They hardly had any skates available. After turning in mine, someone jumped for them while there was a line to get any pair of skates available. All skates were men's sizes, so women would have to grab a few sizes smaller. Skates were a joke. The laces were torn, and tied together rather than being exchanged. The skates had rips and snags in them as well. Others were waiting for the right size skates. Hardly any staff to help with any questions, complaints, or anything. The ice was not taken car of as there were water spots and pot holes everywhere. To try and fix the holes, staff would take buckets of water and dump it in and hope it freezes over. To try and help kids without skates, they give them metal Walker's that an elderly person would use. The walkers would poke holes in the ice, making more water and holes. Every winter as a child I would walk over to the rink and with the help of the staff, I eventually learned how to ice skate. Now years later, I take my children. Ottawa Park Ice Rink offers the opportunity to many the chance to get out on the ice and learn how to Ice skate. Now they went a step farther. Ottawa Park Ice Rink partnering with Tam-o-Shanter and others have a program that offers area children who may not have the chance the opportunity to learn (and love) the great sport of Ice Hockey. They teach the fundamentals as well as teamwork, responsibility and respect. The children make friends and gain skills that will help them on and off the ice. Only drawback from giving 5 stars is because of the neighborhood around the park. It has become crime ridden and some avoid the area. Please don't let it stop you from going. Rink is looking and feeling great for summer roller skating and, appears to be open (per hours below in this review)! Rink is pretty smooth and the building inside is well kept and nice also. Way nicer than the Ribbon (for roller skaters) considering the level smoothness of the cement.
Here are the hours below for roller skating since they don't appear to have anyone updating their Google listing or anything:
MON and WED: 4-8 pm TUE and THUR: 12-4 pm FRIDAYS: 2-6 pm

Drove here a few times on weekday afternoons so far this summer, and it's closed despite the website stating there is open skating from 12-4. Phone # listed is incorrect as it's new apparently operated by Tamo.
This was a great spot to skate last summer. Bummer, it isn't open any longer. Or if it is, it surely isn't communicated.
