I am a Korean, so my comment is reliable. It is NOT Korean restaurant. Just imitating Korean cusine, but same as Russian-Koryo foods.
At first, Kimchi and Korean traditional paste(Gochujang or Doenjang) are not provided basically! You have to consider that "Do you know Kimchi or Doenjang?" is the wided-known and common expression in Korea.
Secondly, egg noodle is never used in Korean Guksu(Kuksu). Only Somyeon(plain wheat noodle) or Memilmyeon(plain wheat noodle mixed with buckwheat) are used for Guksu.
Thirdly, dark bread is never served in Korean cusine. Instead of bread, a bowl of Korean rice(Gonggibap / NO southern-east asian rice!) or a plate of Kimchi are suitable.
Fourthly, failed the removing odor of meat. It is the core value of Korean cusine.
Finally, nobody of staffs could speak and listen in Korean language. Well, name of the restaurant is so strange. 'Annön' is never exist in Korean vocabulary. Is this Russian or Estonian language?

Do not be afraid of the interior and some of other visitors (in 1992 it was like that everywhere in Tallinn :) ).
I visit this place regularly. The quality of food is stable. I even have seen some of famous Estonian millionaires there :)
