propriétaire impoli/very rude owner
We visited this Bar/Restaurant and the waitress agreed that we could sit at one of the terrace tables, as there were many free. We decided not to eat and asked another waitress if we could just have a drink - saying that we were happy to move from the restaurant part to the bar part, a few metres away. She said she would check - and very kindly switched to English when she could see that we were struggling to respond in French.
A few minutes later, the owner came over and asked us (in French) if we had a reservation. We said no and asked if he spoke English so that we could explain we were happy to move tables to the bar section. He told us that as we were in France, he would only be speaking French, and then that we could no longer sit at the table. He then walked off.
I appreciate that it may be frustrating dealing with visitors who do not speak French very well - however, I would imagine his restaurant is quite reliant on tourists and not all will speak French well. Out of the 5 or so tables that were there when we were, at least two were large groups of English visitors. We would have been happy to move tables if we were sitting in the wrong part of the Bar/Restaurant - but it seemed he would rather we leave than accommodate this.
I can only hope he never visits anywhere where he cannot speak the...

Answer to your answer: The restaurant was almost empty. And your staff is very rude. We were so kind and said we need to have quick lunch at 12:00. She continued her rudeness. Sorry but you’re not a fine dining restaurant to requiring a reservation to empty restaurant. Your menu is not something special. I had a low blood sugar and needed to eat something that’s why we came there. Instead of having an helpful approach in empty restaurant we had to face with your rude staff.
