Maybe because we were foreigners and we want to try some first before ordering more. The waitress and boss came not knowing English (which is totally fine for us) but implying we ordered so little as a group of 7. This is not the service anyone would want to experience especially not in Japan... And price was unreasonably high with portion being so small... Wasn't a happy memory...
