This is about an hour from Kyoto right off of Lake Biwa. You can take the Shinkansen and walk there in 15 mins. This is worth the detour if you want excellent unagi and try some very local delicacy that is special to Lake Biwa.
The special I got has everything but the unagi takoyaki. Looks like a lot but it's doable for one . The stewed carp was a surprise favorite. It's way more meat than I expected.

I recommend the hitsumabushi (ยฅ3,800 as of this writing) which allows you to eat the unagi as is with rice, together with wasabi, and as ochazuke with hot dashi broth and green onions. Service is warm. For lunch, go very early or after 13:45 to avoid having to wait. Avoid weekends unless you enjoy waiting.
