CK Csi San Carlos — Restaurant in San Carlos

I lost my wallet in a fast-food restaurant. After inquiring if any wallets had been turned in (the security guard said no), I requested a review of the CCTV footage, as the loss occurred only minutes after we finished eating. The guard said to me that the manager requires a request form from the PNP (Philippine National Police). This seems like an unreasonable obstacle, especially considering we are students.
