UPDATE: To locals who have been stung with a fine who are paying customers - I appealed with POPLA providing clear evidence of being a paying customer and the appeal was successful. Please feel free to get in touch and I will be more than happy to help you in putting together your points for the appeal if you feel it would be of use to you. The assessor assigned to my case at POPLA was clearly fair and unbiased and if you simply provide clear evidence to them, I'm sure they will treat you with equal consideration.
Don't bother trying to ask for help if you were one of the locals who parked here to go out with your family just days after the new parking regulations as Riverside aren't interested in helping and insist that all you need to do is provide proof that you are a paying customer to smart parking. Of which I have done and guess what... that's not sufficient and smart parking refuse it as evidence of being a customer who owns the car.
In short you are told that the issue is between you and smart parking and that Riverside have nothing to do with the matter and can't help (something I know to not be true from working with parking enforcement companies). The company who instructs them can intervene and settle matters with the instructed company if they so wish.
And just for the benefit of doubt, here is the explanation of the relationship between Riverside (owners) and Smart Parking (agents) from Smart Parking themselves.
"The car park is private land, and the owners allow access to the public on condition that they park according to the advertised terms and conditions, the signs warn that non-compliance may result in a parking charge notice. Persons entering the car park are, in effect, agreeing to the terms and conditions and if they park in breach of the terms and conditions the landowner has a right to make a charge. The terms and conditions of the car park are requested by our client and Smart Parking Limited as an agent enforces these."
The LANDOWNER has a right to make a charge. Just as much as the LANDOWNER have a right to revoke it for paying customers...

Due to innexistent lighting in the car park you wouldn't know you have to pay or record your number plate at the bar. Specially when I've been visiting the place for years since it was opened and not once been asked or notified to pay.
After receiving the notice I have visited the location during the day to discuss this with the management and I have noticed sings scattered around, but if you arrive after day light is gone, no chance.
Management simply told me "Sorry, deal with it!". Not as abruptly as that but that's basically how it felt.
What's even more discusting about all this is that just a week before I visited again to pick-up a drunken friend and got another £100 PCN for being only 11 minutes in the car park while I was trying to get my friend in the car.
It really feels like a kick in the gut, specially when you consider I worked on the river as a guide for 8 years and I've always praised the place and I'm sure they made a lot of sales thanks to the free advertising that I made for them.
