Yes, this is just an instagramable spot. The place where it’s not really tourist attraction, it’s just an old boat house (although very well maintained) on Swan River. There’s no activities to see here. You just witness people (mostly tourists) queue in line to take pictures on the bridge leading to the boat house. There’s also only little information on history about this place on the pledge in the bridge entrance.
But as the populat spot for Instagram, it serves the purpose. The place is photogenic. The Blue Boat House fits well with the blue river and sky backdrop. You can take beautiful selfie and group photos against this backdrop.
As the place is just one spot, I would advise you to take a good walk or run to this location. You can bring car, but the nearest car park is still 700 meter away. So you still need to walk a bit. But don’t worry, Perth provide good walking/running track to the spot. Along with the good view of Swan River and its inhabitants. If you’re lucky (like us), you might see dolphins swimming next to the shore! Beautiful.
Tips: Go there early in the morning, so you don’t have to queue for very long. And don’t go there when the sun about to set, as the sun will hide behind the King’s Park hill, hence you won’t get the best lighting. The best time is when the sun is shining.. but be careful of the...

IN 1944 THE PROPERTY SITUATED BEHIND WAS PURCHASED FROM IVY FRENCH BY DR ROLAND AND JOYCE NATTRASS AS A SITE FOR THE FAMILY HOME AT THE TIME REAL ESTATE AGENT RICHARD NOBLE INSISTED THE BOATSHED HAD TO BE PURCHASED WITH THE DLOCK OF LAND, FOR THE ADDITIONAL PAYMENT OF 5 POUNDS
THE BOWISHED REMAINED IN THE NATTRASS FAMILY UNTIL 1972 WHEN ROLAND NATTRASS GAVE IT TO THE PERTH SEA SCOUTS PATRON, RON ARMSTRONG, A NEW AND SLIGHTLY LARGER BOATSHED WAS BUILT AROUND THE ORIGINAL BOATSHED
IN THE 1990s OWNERSHIP PASSED TO BARRY KOLLMAN A KEEN SAILOR FROM ROYAL PERTH YACHT CLUB.

Glad we managed to get the chance to snap a shot with this popular tourist spot. Those who are driving like we did, we had to park at the Swan Carpark and walked down the forest path Law Walk and Crawley Steps.
Note that once you are at the base of the hill, you have to put your "Crossy Road" experience into practice as there are no official crossings along Mounts Bay Road, so you have to dash across when there are gaps in the traffic.
Once you arrive at the Blue Boat House, it's not as if there are any personnel of ticketing present - it's open to the general public with no restricted entry.
We went around near evening time at 5pm in May and there was a queue of about 3 families. Note that you have to buffer some additional time as each family might take some time - they might take group pictures, solo pictures, picture of mother and child, and so on.
By the time it came to our turn, we nearly missed the last light but had still captured our photo successfully.
