It's okay that the tour was cancelled due to weather. But they do not know how to handle the cancellation. I received 3 emails from them on the day. (1) In the morning, I received the first email; "your tour can be changed, but we make no refund. " We decided to go to the tour. (2) Second email was 3 hours before of the tour; "Tour has been cancelled." when we've already on the way to go to the site. ISN'T IT TOO LATE TO DECIDE THE CANCELLATION?? The place is 2 hours+ away even from the center of Tokyo. We walked 30min to the site from the nearest train station because no taxi there.
