Sawando National Park Gate — Attraction in Matsumoto

I take the Alpico bus from Norikura Kogen to Kamikochi and have to change bus in Sawando Bus terminal. Their website shows that the connecting bus from Sawando to Kamikochi is departing at 8am. But when I arrive Sawando at 7:45am, there are already more than 100 people in queuing up for the kamikochi bus! And at 8am, they only run one bus! That means half of the people cannot get on the bus. In such case, why they say passengers from Norikura cannot connect with the 8am bus? For I do accordingly, I can get on their 8am bus!
