We tried to visit on October 21, 2018 and got to the Tobu Nikko station at 10am. The information staff said that it was very busy that day (a Sunday) which he said was very unusual. He told us it would take 3 hours by bus to get to lake Chuzenji. Normally the bus from Nikko to lake Chuzenji would take 50 minutes. We asked if the next day (Monday) would be better and he said yes. He said Monday would be back to normal.
We returned the next day, Monday October 22 at 9 am. The information staff said it would take 90 minutes on the bus to get to the lake. So we bought tickets and got in line at the Tobu Nikko station. The lines were very long and disorganized. We waited 20 minutes and the first bus that showed up was completely full with people from the Nikko station stop. No one at Tobu Nikko station could board the bus. We decided to walk to the Nikko JR station 2 minutes away because it was the first stop for the bus. The lines there were long there also but it was a shorter wait than at Tobu Nikko. We waited and got on a bus at 10:30 am. Our bus completely filled up at Nikko station and we were unable to pick any additional passengers up for the entire trip to lake Chuzenji. Some people were standing on the bus and had to stand for nearly 2 hours.
We got to Chuzenji Onsen station at 12:30pm but we had to get back in line to go back to Tobu Nikko very shortly after we arrived. There were already hundreds of people in line to take the bus back at 3pm. There were many people getting very upset and desperate in line. Lots of parents with hungry cold children. It was only 1 degree celsius at 4pm so everyone was cold and had to stand outside. People were using the information office to get warm and hundreds of people were standing outside and they closed the office. It was terrible. We spoke with staff in the information office and they just kept saying sorry, there are no busses because of a traffic problem. This was not an acceptable reason. They could have had busses waiting up at the lake in order for them to return. They know how many tickets they see each day so the must know how many people need to return to Nikko. The information staff said this is a common problem.
We waited in line for 2 hours to get a bus. The ride back to Tobu Nikko was 90 minutes. Normally it would be 50.
The bus service knows this is an issue and they continue to send people up to the lake knowing they will have difficulty returning to Tobu Nikko. They should have a limit on the number of visitors every day. There is too much traffic and you can not see any of the sites because you have to rush to return or risk being stuck at the lake.
I do not recommend visiting Chuzenji Lake or the Ropeway or any other attractions that require you to take the Tobu bus up the mountain until the bus service becomes...
