I went there during a weekday. It opens at 9:00, there were few tourists. It was quiet and beautiful.
The entrance fee is 500 yen, which is quite reasonable. There are many photo spots. It is an outdoor garden, so it may get hot during the day without air conditioner, so i recommend going in the early morning or late afternoon.
There are only 2 Chinese restaurants around. I had karaage set for 980 yen. It was delicious.
