The plaza across the Tarlac City Hall has been renovated to adapt to the contemporary times but has maintained its pre-World War II monuments like those of Jose Rizal. It has a colorful dancing water fountain and a beautiful assembly hall within the plaza. The grounds are well-kept and feature beautiful flora. It is a public space that is managed by the City Government. Located within the plazuela is the City's tourism office. It also has a stage for outdoor activities.
