We were on a 23:30H flight out, but almost all the restaurants and food court closes/stop serving food at 21:00H. The only choices left open are Starbucks or the convenience store, but be aware that you won't be able to get your usual instant meals from convenience store. Another customer was enquiring about hot water for the instant noodles, and he was told that no eating allowed, citing "airport policy".
All the boutiques and souvenirs shops close by 21:30H, so there is not much you can do before you board the plane, except for sitting down to watch your fingernails grow longer.
I would have expected that a top-ranking airport like Incheon would have thought of the needs of their late night passengers, and extended the opening hours of the F&B and shopping. And if F&B can't extend their operating hours, what kind of "airport policy" are they doing to stop the convenience store to serving hot meals? They expect passengers to start bringing their own food?
If the airport does not have the soft infrastructure to support passengers' basic needs of food beyond 21:00H, then please do not schedule such late flights out and let your passengers starve.
Other than that, some good notes about the airport: Airport is spacious and clean, with lots of area to sit down. There are water coolers everywhere, but we couldn't find a hot water dispenser, unlike the Gimpo airport. So those traveling with babies or elderly in need of prepping some warm water, please take note. Toilets are clean, there are ample English signages everywhere, impossible to get lost.
The tax refund process is straightforward and not rocket science.

They sell, instant food like burgers, sandwiches, pasta, hotdogs etc. Good variety of food available. There were a few microwave ovens to heat up food and 2 huge tables which we assumed were as per Korean culture for customers to eat. There was a very nasty gentleman who came and told us loudly NO EATING HERE. No smile, no sorry just a very angry face. And he glared at us telling us another 2 times the same words.
