We visited Chiayi Old Prison, and it was an unexpectedly good experience. The prison, built during the Japanese colonial period, offers a unique window into Taiwan’s history that’s both eerie and fascinating. Walking through the old cells and courtyards, you can almost feel the weight of the past.

The layout of the prison is unlike anything I’ve seen before, with its star-shaped design that allowed guards to keep an eye on multiple wings at once. It’s a reminder of the stark reality of life in a place like this, and it really hits home how different things were back then.

What made the visit even more interesting was learning about the different roles the prison has played throughout its history—first under the Japanese and later during other key periods in Taiwan’s development. The information panels were super helpful in explaining the prison’s past and the people who were incarcerated there.

Overall, Chiayi Old Prison is a must-see if you’re in the area and have an interest in history. It’s not the most typical tourist spot, but it’s definitely worth checking out if you want a deeper understanding of Taiwan’s past. It’s haunting in a way but also incredibly...

這個地點本來就富有歷史意義,導覽內容很詳盡。短短不到一個小時的導覽內,我確實有吸收到知識。

但是,導覽員的水準能否再加強啊?言談間不斷滲透對受刑人的歧視,連中國遊客也順便消遣一番,是在幹嘛!我本來期待參觀監獄的古蹟,可以透過獄政管理的歷史來發掘各種長處及缺失,檢討現在的獄政管理有哪些進步以及還需要改進之處。我也希望看到嘉義舊監獄的工作人員能對受刑人有點悲憫、同理,能明白一個人會犯罪,不是他個人問題,而是整個社會的問題--更別提無數受刑人在監獄受過許多超乎「自由刑」以外的肉體私刑、折磨、不人道待遇,根本違背「教化、改過」的意義。可惜啊,我遇到的這個導覽員讓我非常失望。

以下列出該名導覽員所說的不妥言論:

「監獄內都是開放式廁所,管理人員看得到他們大小便的場景,因為囚犯就是沒有隱私。我都說這種廁所除了囚犯以外,只有另外一種人喜歡用,就是陸客。因為大陸的廁所都沒有門。」 請問一下,中國人都上沒有門的廁所嗎?即使如此,就是文化差異罷了。這個導覽員是以為台灣人使用隱密式廁所的歷史很長遠是不是?台灣在浴廁設備現代化以前還不是都在茅坑大小便,虧她年紀一大把了竟然如此沒有歷史感。而且她以為都不會有中國遊客來這邊聽導覽是吧?或者激怒中國遊客是她的目的?我不是中國人,倒是成功被激怒了。

「各位想想,如果台灣到現在還有鞭刑的話,我們犯罪率會不會這麼高啊?不會吧。我是個老師,我打學生打到民國90年耶,很厲害喔,還被教官關切,但我沒在怕的。我都拿木板打學生手心,專打他們默寫,因為默寫只要背就有分,他們還不背、還寫錯,就是要打。我跟家長說,如果他們決定小孩的成績都自己負責,不要我打小孩,就簽切結書過來。到我退休都沒有任何家長敢簽切結書。」 那副體罰學生還得意洋洋的樣子,真讓我胃痛。以為毆打可以讓學生順利背書,呵呵,他們只是不想被妳打才背的,不是因為真心喜歡讀書。這代表妳是個徹底失敗的老師啊。況且有鞭刑就等於犯罪率會降低的理論.................拜託,去修一下社會學、犯罪學、法學緒論好嗎?

導覽員在介紹受刑人的藝術作品,說有人用牙籤貼出建築物模型、各種動物,她說:「所以你看他們有多閒!」不然請問,被囚禁的受刑人要幹嘛才不會被妳這位尊貴的導覽員認為「不太閒」呢?介紹到某個呈現悲傷情緒的作品時,導覽員說:「活該,誰叫你要犯罪!」嗯,把一個人的犯罪全部歸因於個人,看來這個當過老師的導覽員生活真不錯,都不需要鋌而走險也能度日。

民國57年監獄才開始提供熱水,寒流來襲時受刑人一週可以洗兩次熱水澡。然後陳水扁被關時才有政治人物開始關切受刑人的生活條件,所以多虧陳水扁,氣溫20度以下就全部可以洗熱水澡。接著又提到受刑人全面納入健保的政策。這個導覽員對於這三件事都表達滿滿的鄙視與不屑:「犯罪被關還能洗熱水澡喔,還能加入健保喔!他們洗熱水、健保的錢哪來的啊?還不是我們的納稅錢,你們聽到一定很生氣對吧!外面有多少人洗不到熱水澡、沒錢加入健保的,竟然拿錢補貼囚犯。難怪現在有人寧可搶個超商讓自己被關。」 喔,她覺得受刑人在氣溫極低的時候才能洗個熱水澡叫做過很好,那怎麼不自己去搶個超商然後關進去呢?還在這邊浪費口水當導覽員幹嘛?連受刑人洗個熱水澡、有健保也在唉唉叫,她不知道很多人就是因為一窮二白、走投無路才會犯罪的嗎?把國家的錢拿來支應受刑人的基本生活,就是不希望因為一個人犯罪就把他全家的生計都拖下去,懂不懂啊!充實點知識吧,導覽員。維持受刑人的基本生活,與支持(還沒犯罪)洗不起熱水澡、繳不出健保費的人,兩者不衝突啊,其實可以相輔相成。受刑人過點像樣的日子就被妳酸過太爽;受刑人感到痛苦而在藝術品中表現出哀傷也要被妳酸,妳這個導覽員到底想怎樣?

講到開放式監獄,提到某人說他們會從各監獄挑選「表現良好的受刑人」去關在開放式監獄。這個導覽員說:「我聽到這句覺得很刺耳,監獄中怎麼可能有表現良好的囚犯呢?」妳是在刺耳什麼?受刑人表現良好不是獄政管理的目標嗎?喔我懂了,其實妳是在表達台灣的監獄從日治時期就缺乏教人向善的功能,徒留折磨受刑人的樂趣而已。難怪受刑人乖乖的、願意改過、表現良好會讓妳刺耳。

受刑人如果未成年,可以在監獄中接受教育,考上大學的話還可以假釋出去就學。監獄中還有受刑人組成的樂隊,女性受刑人可以在監獄中照顧三歲以下的小孩。然後這個導覽員又酸溜溜地說受刑人「過很好,難怪有人寧可犯罪被關。」之類的。 我還是一句話,妳自己進去啊。自己爽爽過日子,無法體會有人被生活所逼,窘迫到他們認為監獄中的日子都比在監獄外還要好過,只會出一張嘴奚落受刑人,沒水準。她以為來聽導覽的都沒有人剛好會是受刑人的親友嗎?甚至,她以為聽導覽的民眾中,都不會有更生人(曾經服刑者)嗎?我這個日子過得平安順遂、離坐牢很遠的人聽到這些言論都滿腹火,更何況是更生人、受刑人與其家屬朋友。

然後她把伊斯蘭教說成回教.............Islam,中文翻譯成伊斯蘭教,這才是正確說法。中國有回族,回族信仰伊斯蘭教,所以伊斯蘭教才被誤稱為回教,指「回族信仰的那個宗教」。但這不是正確說法,麻煩博學多聞的導覽員說伊斯蘭教,謝謝。

她說到「某年開始才有女監,把男女囚犯分開。以前關在一起會出人命。」我是知道她想表達男女關在一起,他們會有性行為,女受刑人會懷孕的意思。如果監獄內都是合意性交就好了,但還會有很多人被性侵,尤其是女受刑人。其實在不會懷孕的男監獄內,也會有性侵事件。受刑人的性需求、性侵、懷孕、生子………都是嚴肅的議題,絕對不是用「男女關在一起會出人命」這樣一句話就能輕鬆帶過的。

Had a really good experience here. You get to learn about the history of the museum (including the Japanese era) and walk down the cells. You can go into the cells as well to have an idea of their living conditions. Most exhibits however are in Chinese. There are many friendly people in the museum (I assume they take care of the area) that would bring you around if you asked them! Interesting place with long history. You could see the old prison cells that date back all the way to 1920s. The museum also includes information on other prisons in Taiwan. Many areas are currently under construction though (including the restrooms) so I didn’t see too much. The downsides for me are: limited parking space, no AC, no restrooms, no English-speaking guide. Also, on the exhibition of the artwork - I personally find some of them a bit odd because they seem to be out of place with the prison site itself.
