Forced to stop here as our vehicle had broken down. As we had to push it up the steep hill nearest the park I found myself extremely grateful to be there at a place intended to allow a moment of rest long enough to catch my breath. They offer a bit of historical information related to Popeye's connection to the beautiful small town of Chester, snack & soda vending machines along with a restroom. I believe at one point a balcony was available for a great view of the mighty Mississippi River but I have not personally ever saw this area opened up. As it has always been roped off with caution tape and is quite high off the ground I wouldn't recommend testing the validity of the structural damage claims. Should u consider it I'd remind u that they call it the mighty Mississippi w good reason as it's the longest river n the world and she has a turbulent current that has taken many lives. Additionally the sewer drain visible below it when returning from perryville just over the bridge looks like pennywise may have originated there. It should be noted that if u are stopped here one might need to be aware that you are then right next door to Menard...

Beautiful area for weary travlers to stop and stretch their legs.

Has scenic overlook boardwalk that expanses across a steep hillside, adjacent to the welcome center, to take in the breathtaking views of the Mississippi River.

The old Chester Bridge is also well visualized from the boardwalk, and most impressive is the unobstructed view of the construction of the new Chester Bridge over the Mississippi River being constructed.

Anyone interested in bridge construction, this would be a must-see event.

The website for this welcome center says it's open 24 hours a day. While this may be true for the outside amenities, the welcome center structure was closed and locked...

Home of Popeye the sailor or should I say his creator. The welcome center has alot of information on Chester and Randolph county. It is an awesome view of the gateway to the West , the Chester Bridge. If your lucky you can get a view of four types of transportation at once. Automobile, train , boat and Airplane. There is a bronze statue of the mighty sailor himself, Popeye!! This is the start of the tour of the legendary Popeye the Sailor. Throughout Chester there are statue you can stop and take selfie with. Also on most day the museum in the middle of town is open to visit....

Segar Memorial Park is a great place to stop on the Illinois side of the Chester Bridge. There is a small visitor center that has information about the area and has nice restrooms. There is a wonderful deck that has a commanding view of the river and bridge. There is a lot of activity presently related to the construction of a new bridge across the Mississippi River. Make sure to take a photo in front of the Popeye statue. If you want a bit of a challenge, get the list of the 19 popeye character statues in Chester. It’s a scavenger hunt with the map guiding you to all of the statues.

Rickety bridge if memory serves my right, but beautiful area and of course on the Illinois side in Chester, there's a Popeye statue and home to the creator of all things Popeye. This stop just before the bridge on the Illinois side has wonderful bathrooms and a welcome center, a cool Time Capsule and of course, Popeye. Good amount of parking space. Great place for a quick stop to Missouri, and another bridge to Kentucky is 5 minutes away! In addition to the confluence of the Mississippi and Ohio Rivers. That's cool to see the 2 different waters merge also!
