This is a great park, but I didn't see any reviews that indicated the changes in the winter. Google maps navigated me down to the locks and said I could walk up to Eagle Point. Once I arrived, I could tell that certainly wasn't going to happen, and I had to use the satellite view to figure out how to get myself to the real park. Once I arrived there, I found the gates were locked, apparently they do this in the winter. There is no parking where they lock the gate at the bottom, but using Google satellite view again, I was able to find another parking area further to the North next to a residential area. My guess is the "residents" don't like the traffic and have moved the pin to make it more difficult for citizens to visit. I can't say I blame them. But the park is very beautiful and worth a walk-around in the winter, with good views down to the Mississippi, locks, and boat/train traffic. I hope I can come back in the spring to see this when it is truly...

I grew up in Dubuque and this has forever been the place dearest to my heart in the whole area. This is a must-see visitor spot in Dubuque. It is the best place to see the Mississippi, with beautiful views all the way up to Wisconsin and down to Illinois in one location. Not only is the view of the river exceptionally stunning, but so is the very scenery, with towering oak trees, brilliant flowerbeds, and a peaceful koi pond and waterfall near the tennis courts.

There is a bandshell where live music is often featured. You can also find playground equipment in many locations throughout the park, as well as a kiddie "pool" (which now functions more as a play fountain). The many shelters in the park are constructed from natural limestone and some do require advance reservation, but there are many picnic tables and grills available to the general public.

Beautiful, spacious park overlooking the Mississippi. There is a nominal entry fee of $1 / vehicle. Plenty of shaded areas and many shelters for picnics. People do book these for events, so make reservations ahead if you need a pavilion. Otherwise, there are picnic tables out in the open areas too. The park is large enough that it does not feel over-crowded but it is definitely a popular place on nice weekends, so don't expect anything remote. You will not be off the beaten path.

I had two small frustrations: Bathrooms with running water are present, but they are spaced out so plan ahead. It is a very spacious place with a seemingly endless winding road that leads through the park. This accommodates a large number of shelters, but makes it difficult to quickly find your destination.
