So I came here the other day for the first time due to a co-worker visiting from out of town that wanted some fish. It is a very small establishment on an empty lot. The menu is made up of traditional things like clams, oysters, chowder, fish-and-chips et cetera. The lady who runs it appears to be the owner and is very personable and customer service-oriented. She is very interested in making sure you have a great experience.
I ordered the fish and chips as did my co-worker. There is the option to get homemade potato chips which are very tasty or get crinkle cut fries which are also very tasty. The potato chips were very light and appeared to be baked and the fish is made of Ling Cod. I also ordered a cup of chowder.
Let's start with the fish. The fish was of the right dimensions and was breaded with a lite panko-like crust. It was difficult to dip as the fish flaked apart and fell into the house-made tarter sauce. Nice to have it be tender and flaky instead of mushy. All in all it was very good.
The chips. They I believe were baked and are house-made. They are light and not greasy. There is a sort of dipping sauce served for the fries and chips that is akin to a fry-sauce.
The chowder. The chowder is thick, probably from the broken down starches given up by their tuburous donors. The claim pieces are large and tender and there was very little sand as is common with clam chowder.
Well, we came back the next day and tried the fish tacos (delicious) and the captain's plate with the added calamari. I didn't care for the fried oysters or the clam strips but the calamari and fish were good. The shrimp was okay but tasted store-bought (frozen pre-battered).
You need to try this place out. I doubt you will be disappointed.

I would give the staff a 5/5 for their friendly inviting personalities and they were extremely apologetic about the issues we had. I first texted to confirm you could text order. I got the confirmation and sent in our order. I arrived 10 minutes later and it appears the order was never received on their end. He was able to show me our text conversation. Totally not their fault and also not a big deal. Then when we tried to run my debit card they had some struggle with their card machine and had to try a few different devices. These things were not a big deal and technology can be finicky. What really set this back was the actual food. I had tried a co-workers fry's on his previous visit a few months ago and they were amazing crunchy shoe string style, this time around they were a more standard bar style french fry and a little on the soggy end. The fish portion was large and they even gave me 4 pieces instead of 3 which was nice but it was a soggy mess, the batter fell off and apart as soon as I picked it up. The bits of batter that were still intact lacked any flavor what so ever. The fish to batter ratio was good but I think they needed to let the oil drip out a little more before putting in the basket. Overall I felt like I was eating a flavorless greasy mess. May have just been a bad batch as my co-worker who ordered the shrimp really seemed to enjoy his meal. It is a food cart on the way to Mount Hood, on the right side of Powell in Gresham. Along with Salt 'n Straw and Voodoo Donuts, Captain's Galley is one of the iconic things that make Portland unique.
It is owned and operated by an old woman who has actual seafaring experience. She cooks everything from scratch and the food is delicious. She even makes her own coleslaw and potato chips. The menu is mostly fish and chips and clam chowder.
The crinkle-cut fries are the best in town, even better than Taco Time Mexi Nuggets. She takes the extra time to cook them to a golden brown. Her fries make eating McDonald's french fries seem like eating raw potatoes. Her fries are crispy in the same way that good bacon is crispy.
The five-piece fish and chips is $15. She serves a wide variety of seafoods not found elsewhere, including fish, clams, shrimp, and oysters. The Captain's plate, which includes everything, is $21. Butterflied shrimp and breaded oysters are also on the menu. All of the meals come with tons of sauces, more tartar, 1000 island dressing, and ketchup than we will probably ever need.
