It has a beautiful view of the east San Fernando Valley and a pretty good view of the sunset (In early July, not sure about other times of the year). The grassy heath that slopes down from the wooden fences was cleared when we got there, but I don't recommend sitting on it because of the spiny seeds and dried blades of grass. You could bring a towel, but be prepared to have hundreds of those grass seeds stab into it (It happened to us, and that towel is no longer useable). It could be a good idea to clear the grass debris before sitting or placing any towels, or you could use something that won't let anything stick into it. The overlook is best accessed while heading south-east on Mulholland as coming the other way would require crossing oncoming traffic on a curve. Also take care with low clearance vehicles as there is a transition to dirt...
