I think you should only go during the scheduled event time. I've never been otherwise but according to the other reviews I don't think anyone is there when the events are not going on. We went during the event and we're able to go into all the houses plus there are vendors who sell the kids ice cream, peanuts, and even lunch. They are even dressed up in old timey clothing.
