Quảng trường Hồ Chí Minh tọa lạc trên đường Hùng Vương, thuộc phường Đồng Hải, trung tâm thành phố Đồng Hới. Công trình trải rộng trên diện tích khoảng 6,8 ha, được khánh thành vào năm 2020 sau quá trình đầu tư hơn 200 tỷ đồng. Trung tâm quảng trường là tượng đài Chủ tịch Hồ Chí Minh cùng nhân dân Quảng Bình cao 5,4 m, đúc bằng hợp kim đồng dày 2,5 cm, đặt trên bệ đá cao 3 m và xung quanh là sáu tượng đại diện các tầng lớp địa phương như thiếu nhi, công nhân, nông dân, ngư dân, bộ đội và người dân tộc Bru Vân Kiều .

Quảng trường còn có biểu tượng cánh buồm đá xanh cao 20 m, tượng trưng cho sự vươn mình vươn khơi của Quảng Bình theo lời dạy của Bác năm 1957. Khu đồi cảnh quan sau tượng đài với độ cao khoảng 7 m và thảm cỏ xanh kết hợp đường dạo bộ tạo nên không gian thoáng đãng, dễ chịu .

Trong khuôn viên rộng lớn còn có đền thờ Bác Hồ và Anh hùng liệt sĩ gồm 8 gian biểu tượng cho 8 huyện Quảng Bình và 8 tấm bia khắc tên liệt sĩ. Đây là địa điểm dâng hương, tưởng niệm linh thiêng phục vụ đời sống tâm linh người dân địa phương và du khách .

Quảng trường mở cửa 24/24, thường xuyên diễn ra các sự kiện văn hóa – chính trị lớn như lễ kỷ niệm Quốc khánh, triển lãm, biểu diễn nghệ thuật đường phố... Buổi tối khung cảnh được thắp sáng đẹp mắt, thu hút đông đảo khách tham quan và người dân đến vui chơi tập thể...
