A very large shopping mall with 3 levels of shopping. There's Aeon, arcades, hardware shop, a small foodcourt, bookshop, muji, and many mini shops selling a variety of stuff. Parking is not free but you can get first 4 hours free if you spend 1000yen in the shops, just remember to bring along the stub to get it validated in stores during payment. Wing Bay Otaru is the one stop location that anyone who either locally resides, or is traveling through, can find anything they need.
