This is a Japanese version of Costco. Except, they don't require to pay 5000 yen for members card, you get it for free and don't have to take a photo. Buying without member's card is not possible. Only cash is accepted, or the member's card (onto which you have to put money if you want to pay with it). Credit cards etc. are not accepted here. The price ARE cheaper than a regular supermarket. There are more food items available. A lot of frozen foods, too. Pre-cooked meals are available. The store also has a relatively big section with cosmetics, and some household items, including washing machines or refrigerators.
