There is free street parking. Expect about 175 stairs to the top. The views are worth the climb.
The chapel was not open on our visit, but I was able to see inside through the door. Simple, quaint, and small, it is a very beautiful place giving a serene and peaceful impression.
It was not crowded when we were there, which was surprising, as I would recommend this as a must-see site while in Madeira.
We were fortunate enough to time it right to hear the hourly bells.
✨️Side note: for an entirely different perspective, I would recommend driving to Igreja Nossa Senhora da Paz Catholic Church.
Across the street is an overflow parking area with a vast views of the valley including a breathtaking view of Capelinha de Nossa Senhora de Fatima nestled a top the hill and the valley with views of the mountainous backdrop and a glimpse of the ocean. Photos do not do it justice.

There was a fight between local farmers about the availability of water to water there lands. Once a week they were able to let some water in from the levada during one hour. But without a watch it is difficult to know when the hour is over and the water should go to your neighbour's. The local priest ended the fight and forced the farmers to build the chapel with clocks on each side and bells loud enough to hear in the whole valley. If the farmers refused to help the priest promised them they go to hell in stead of heaven.
