The apartment complex this is related to, is Pavilion Apartments - 2207 Summerhouse Dr. St. Louis, Missouri 63146-2611 – owned by Mills Properties LLC. They own many properties. If you’ve not rented from them yet, stay away from this company and especially from Tom, the manager.
If I could have rated this company with a negative #, I would have. From my experience with them, they use deceptive business practices with malicious intent to extort money from former tenants.
If we're unable to resolve this issue with Pavilion, we have already discussed this with a lawfirm in Missouri and are prepared to retain them, perhaps with a class action lawsuit – so if you have had the same experience with this Mills Properties LLC that we’ve had, explained below, please contact me.
I am the father of a prior 20 year old tenant at the pavilion apartments, who paid every rent payment on time or early and never missed a payment, never caused damage to the facility and left on the last day of the lease after a satisfactory walkthrough of the apartment by Pavilion's maintenance staff. He was a model tenant. Prior to renting from Pavilion my son had an excellent rental history from 3 separate apartments/landlords, and had never been late or missed any rent payments (and still hasn't) and he had a 720 credit score. My son is a commercial pilot, and moves a lot for work. He had a fixed 6 month lease at Pavilion, that clearly states it does not automatically renew and it terminates on the last day of the lease. The lease states that if the tenant MOVES OUT BEFORE THE END OF THE LEASE they need to give 60 day advance written notice, prior to leaving, which is reasonable. When I was a landlord, I had similar wording in my leases.
My son never signed a new lease beyond the initial 6 month lease.
Nothing in Pavilion's lease requires a written notice from the tenant if the tenant completes the lease. Every clause in the lease that requires a “written notice to vacate” starts by saying if the tenant “MOVES OUT BEFORE THE END OF THE LEASE”. My son didn’t leave before the end of the lease.
Tom, the manager at Pavilion in St Louis Missouri, told my son, that the lease says he must give 60 days written notice to leave at the end of the lease, even if he's not leaving early or breaking the lease! The lease doesn't say this. Tom actually tried to get my son to sign a month-to-month lease a week before the end of his lease, saying if he didn't, he'd owe 2 month's rent! He tried to tell my son that by signing this, he could then give only 30 days notice after his lease ended!
I believe Pavilion / specifically their manager, Tom, is either not understanding their lease, or acting in bad faith and using deceptive business practices with malicious intent to extort money from prior tenants, who don't necessarily have the knowledge to protect themselves, or money to fight him/Pavilion legally in court. Tom falsely reported my son to a collection agency. After speaking to the collection agency, we learned that Tom stripped critical wording from my son’s communications to Pavilion when he provided justification to the collection agency, to make it appear as though my son was being difficult and refusing to pay 2 months of rent that were legally due per the lease. In other words, he lied to the collection company to get them to post the derogatory info to my son’s credit reports. The collection agency is now aware of and looking into this matter.
I tried to call and speak to Tom, the manager at Pavilion, and after telling him my name, then listening to him scream at me to call the collection bureau (which was already done), I asked for the name of Pavilion's lawyer, and he refused to provide it and hung up on me!
If you're looking for a place to rent, avoid the issues, skip any Pavilion/ Mills Properties unit and look elsewhere. Renting the unit may be fine, but they sting you fraudulently when your lease ends and destroy your credit falsely and without cause, and most people can't afford to fight back as we are...

They will then send it to a collection agency. Thing is, its not a real collection agency. They will "let you dispute it". Then tell you they denied the dispute and you have to pay no matter what proof you provide. It will never hit your credit. It is just another company complexes work with to try and make money. But it is a local company across from westport and they aren't an actual collection agency.
This is by far the WORST place that I have ever lived. Do not, under any circumstance move into this place. I would not only never live here again, but I will never even consider living in another Mills property. I had a number of issues from the day that I moved in. The Good: Walk in closet and you almost never hear from the front office. The bad: You almost never hear from the front office. The parking lots are riddled with pot holes. The buildings themselves have holes that do not get fixed. The private walkways are slanting and never seem to get fixed. Most importantly to me, everyone in the front office that I have spoken with will only tell you what you want to hear to get you moved in and out of the office. Sarah ESPECIALLY. This woman has the worst idea of customer service that I have ever experienced. When attempting to speak with her she only gives this creepy smile and attempts to restate what you are saying in a twisted was making everything your fault. Even if the apartments were kept up, I would never want to live here again as long as she works with the company. From the beginning: The day I moved in we began smelling what appeared to be the scent of an electrical fire (I have some experience as I worked for my father in renovating homes). When the smoke alarm did not go off and the AC did not work I put in a work order that was not addressed. I then went to the front office and requested to have this addressed. When the maintenance technician finally did arrive and I explained that the heater was running on high and I could not turn it off (the electrical fire caused this) he refused to even look at the heater. Finally after another day, as I turned my AC as low as it would go, and the technician returned to my apartment where the temperature was over 100 degrees, he finally addressed the issue. When I began looking through the apartment, it looked as though someone had kicked in both the bathroom and bedroom doors and they looked as though they had been repaired by someone that did not know what they were doing. There was also a burn in the countertop and the carpeting by the sliding door was coming out from under the door, all of which were never addressed. The paint even began quickly coming off of the door frame showing the original wood paneling that had never been replaced. All of these were minor issues however. The BIG issue that I requested to have addressed a number of times and never was, was the facia of the roof of the building. There were multiple holes in the paneling and I could see squirrels and birds coming and going from the holes. I lived here for 1 year and this was an issue before I arrived, and still has not been addressed.
The sidewalk issue causes them to fill with water in the only places you can walk into the buildings, but in the winter this becomes inch plus thick ice that is extremely hazardous. There is definitely not enough parking either.
MOVE IN/OUT: The best thing that you can do is to take as many pictures of the condition of the apartment from when you move in and move out. Unfortunately, unless you take them to court this probably will not even help. Whenever you move out, they will attempt to charge you for replacing the carpet. Read moreDon’t walk, literally run away from this apartment complex. I’ve been a resident since 2021, and the first year was fantastic. But a change of management has ran this place to the ground. Not only do they not care for residents, but I’m convinced they don’t know how to manage properties at all. Here’s the issues:
I’ve had problems with a pair of aggressive neighbors and the abuse of amenities. Our dogs don’t get along (which is fine, it happens with animals), and instead of respecting our space and SHARING the park, these people will kick us out of the dog park, let their dog run off leash, and threaten to kill my dog and partner if we stand up for ourselves. I’ve gone to the police twice and each time they’ve said it’s an apartment problem. Guess what though? The managers couldn’t care less! I’ve been ignored throughout the years, and it’s beyond frustrating that I don’t even feel safe living here. So thanks for that Pavillion 👍 guess you all are waiting until a crime is committed against me to actually do your jobs.
Bugs. They don’t do enough to prevent them, and when I call for this and maintenance issues they say they’re only responding to “emergency maintenance issues” only. Cool.
Side note: I will give them props for whenever there was an emergency, maintenance was quick. HOWEVER, I am not a fan of them coming into the apartment after I’ve yelled several times to wait until I open the door. The last time I just got out of the shower, and I made it just in time to stop the man from opening my door wide. Alone or not, please listen and WAIT before entering, maintenance crew.
Thieves. I know I have a cute setup, but sheesh. I want to keep it cute by actually keeping my stuff!
The laundry room. It’s always disgusting. Whether it’s broken washers, clothes everywhere, dirt water leaking across the floor, or dryer sheets laying around. I think they have cleaners maybe once a week? If I’m wrong correct me, because it looks like they are needed more than one day.
Unfortunately based on the comments, people have had worse experiences than me. I feel sorry for them, and I hope they’ve found a much better place to call home. Can’t wait to jump ship and put this...
