This site, I believe, was built by or rather for the American Legion. It was wiped out by hurricane Katrina and rebuilt to be wiped out again by hurricane Isaac. There are the seals of all the armed forces around a flag pole, benches to sit on. The memorial area is maintained and the grass cut. Years ago there was a breakwater here if I recall.
