Los Angeles is making a critical move to stay at the top of the global filming game. The City of Los Angeles just introduced 9 new motions to make filming easier in the city. Councilmember Adrin Nazarian of District 2 is leading the new initiative designed to streamline permits, cut costs, and make filming in the city faster and more predictable. At the beginning of this year, film stars, writers, and producers banded together and began calling for new incentives to bolster filming in Los Angeles. The “Stay in LA” campaign aims to boost film production in Los Angeles by advocating for production to stay in the city. Here’s what’s on the table: 1. One Rulebook for the Whole City ---------------------------------- It eliminates neighborhood-specific “special conditions” and removes the requirement for neighbor signatures for base camps and crew parking. Everything is under one streamlined framework for the whole city. 2. Rent City Locations for Only $1 ---------------------------------- Certain city-owned lots, yards, and staging areas can now be rented for just $1 per day, making city property more accessible for productions of all sizes. 3. Fire & Safety Reform ----------------------- Fire spot-check fees will be waived if an inspector doesn’t actually show up on set. And newly created “Civilian Film Safety Officers” will manage traffic and basic safety tasks, reducing reliance on more expensive city personnel. 4. Official “Made in LA” Branding --------------------------------- The motion proposes creating an official “Made in LA” brand, a business directory of local vendors, and a “Fan Tour” map of iconic filming locations to support tourism and showcase the city’s creative assets. 5. City Department Compliance ----------------------------- It would require all city departments will report on how they are following mayoral directives on helping to speed up permitting and reduce costs. 6. Free Permits for “Micro-Shoots” ---------------------------------- Small productions of under 10 people using handheld equipment can obtain free permits approved within 24 hours, following a model similar to New York City’s approach. 7. Auditing the System to Fix Delays ------------------------------------ The City Controller will conduct a full audit FilmLA and relevant departments to identify inefficiencies, staffing shortages, and technical issues that slow down productions. 8. Syncing Rules with our Neighbors ----------------------------------- This will standardize filming regulations with neighboring cities, making cross-jurisdictional productions smoother and less bureaucratic. 9. Fast-Track Soundstages ------------------------- It creates an “express lane” for permits to build or upgrade soundstages. Productions using these perks are required to contribute to portable health insurance for workers. What happens next? ------------------ The motions will go before City Hall in January or February of this next year to be approved. If approved, these motions could significantly reduce friction, lower costs, and reinforce L.A.’s position as a global hub for film and television production.
