U.S. SUPREME COURT AND OTHER HIGH COURT CITATIONS PROVING THAT NO LICENSE IS NECESSARY FOR NORMAL USE OF AN AUTOMOBILE ON COMMON WAYS
โThe right of a citizen to travel upon the public highways and to transport his property thereon, by horsedrawn carriage, wagon, or automobile, is not a mere privilege which may be permitted or prohibited at will, but a common right which he has under his right to life, liberty and the pursuit of happiness. Under this constitutional guaranty one may, therefore, under normal conditions, travel at his inclination along the public highways or in public places, and while conducting himself in an orderly and decent manner, neither interfering with nor disturbing anotherโs rights, he will be protected, not only in his person, but in his safe conduct.โ
Thompson v.Smith, 154 SE 579, 11 American Jurisprudence, Constitutional Law, section 329, page 1135 โThe right of the Citizen to travel upon the public highways and to transport his property thereon, in the ordinary course of life and business, is a common right which he has under the right to enjoy life and liberty, to acquire and possess property, and to pursue happiness and safety. An observation level is open to the public on the 27th floor. This floor's interior comprises a single large and highly vaulted room distinguished by the iconic tall square columns that are far more familiar as one of the building's most distinguishing exterior features. As this ample interior space is named, the Mayor Tom Bradley Room is used for ceremonies and other special occasions. City Hall and the adjacent federal, state, and county buildings are served by the Civic Center station on the Metro B and D subway lines and the Historic Broadway station on the Metro A and E light rail lines. The J Line stops in front of the building.
The Los Angeles Dodgers wore a commemorative uniform patch during the 2018 season celebrating 60 years in the city depicting a logo of Los Angeles City Hall.

The best part of the observation deck it is free and even though it is not as tall as the OUE skyspace, you do get some good views. Parking can be a challenge so going early to beat the crowds is the best choice. There is metered parking and structures nearby to park. The entrance to the observation deck is on Main St. between 1st St. and Temple St. Once you enter the building you need to go to security and metal detectors. The directions to the observation deck are posted to show which elevators to take and what floors to stop on.
The observation deck has a few facts on city hall and paintings of the past mayors. At the top floor there is a podium with flags where you can pose for pictures. The doors lead to the deck and you can walk around full circle of city hall. You can see a lot of cities all the way to Hollywood, Chinatown, San Gabriel mountains, and East Los Angeles. The place was clean and each side has facts on the cities that you can see far away. The only drawback is it's only open on weekdays from 8:00am-5:00pm. It is worth a visit if you have the day off and are in the...
