First, God bless these people, because they are one of those places in town open year-round, breakfast, lunch, and dinner.
Lots of locals each here and regular customers drive in from neighboring towns. It can be crowded, especially on weekends, even in the off-season, so you might want a reservation.
These good people do grilled fish. They get the fish from local fishermen that same day and grill it with real wood charcoal. The fish and the grill are right there by the sidewalk, and you can watch them work. What is on the menu on any given day depends on what the boats brought that morning. They also have steamed shellfish, and you will usually see big trays of live clams spitting water onto the sidewalk. If you are not looking for fish, then this may not be your place. If you are looking for fish, then this is your place. They do what they do and they do it well. It's not complicated.
They are on the beach. If it is not crowded, you can sit by the beach. If the weather is good, you can even sit outside by the beach. If it is crowded, or the weather is bad, you might not get to sit by the beach. If there is a table open closer to the beach and it is not reserved, you can ask them to seat you there. It's not complicated.
The staff are very friendly and helpful. They do not all speak English, but they will do their best to get your order right. (It is good at least learn the Portuguese words for different kinds of fish and wine. It is polite, and it will smooth your order.) When they are very crowded, the service can be slow. It's not complicated.
So if the weather is good and is it not too crowded, you sit on the terrace by the beach and you eat steamed clams and grilled fish and you drink wine and it is very nice. If this is not what you are looking for, then this is probably not the right place for you. It's not...

We chose Quebra Mar because had beautiful fresh fish for sale outside the restaurant and big charcoal grills cooking on the go. Place was pretty busy (only local people) but the guys sat us quickly.
