I think the 4.5 average rating is a touch low, given how considerate and kind the staff are to customers, no less considering the price/quality ration of the food they serve alongside their excellent beers.
PBTS is down a short alley in a busy section of town. It is competing against a lot of other restaurants serving a lot of different styles of food. It gives off a whimsical industrial vibe and differentiates itself by being a taproom for an established brewery. It welcomes families, people with pets, and a diverse range of locals and tourists. Though somewhat small (I can imagine it being quite busy when the weather is warmer and the outdoor seating is viable), the place gives off outsized positive vibes.
The beer? We only sampled the IPAs, all of which were good and each of which was distinct from the others. They also have sparkling water, scotch whisky, and other beverages available. The food? Great prices, portions, and flavors for those we tried the three times we visited: fried squid, fried chicken, truffle and regular fries with house-made ‘spicy’ ketchup, dinner salad with salami, and complimentary quail eggs and cucumber, as well as pistachios, on our only afternoon stop.
The staff at PBTS? Exceptional. Friendly and engaged. They went out of their way to make us feel welcomed (and not just as tourists). On our second visit, they thanked us for coming back. On the third visit, more of the same. It always felt unforced and natural. Case in point? On our first visit, the manager could see that we couldn’t figure out how to enter the place (perhaps it was the jet lag!). He ushered us in with a laugh and a smile.
I should add that some of the negative/average reviews are either confusing (perhaps it is the translation or a cultural thing), provide no feedback, are years old, or seem to be written by beer snobs with specific requirements that cancel out all other options. I suggest you ignore those, visit, and form your own conclusions. A review that doesn’t help isn’t really a review, good or bad.

BUT, the guy on the counter offered me to try them on a regular pint glass by serving a little from each one, which I found so nice.
