When one is told lcation, location, location. Well, it's very true for The Top, as this is probably the largest asset of the restaurant. The restaurant is built to bring an atmosphere of modern classy look. Sadly, it's more of looks than anything else.
The food is nice and tasty overall. But portions are way too little. Want more to satisfy the belly, then make sure you are ready to spend. If you intend to just enjoy some drinks and maybe do the socializing, this may be your place to go, but again, be ready to spend. Drinks don't come any cheaper than the food.
A restaurant is normally designed for people to enjoy and have a great time amongst friends of family. Marbled steps are a nice, classy touch. Stepping stones over flowing water looks in touch with nature. Trying to create a cozy feeling using wooded flooring is nice as well. But let's get real on actual use for a restaurant. Marbled floors, on a dry day/night, may not be an issue. On a cold, rainy, or higher humidity day/night, potential slips for people. Not to mention the many narrow stairs the restaurant has over a mountain terrain. Day a lady wears heels to look sexy, well, i bid you luck not tripping as there are no hand rails either on those marbled stairs.
Stepping stones are definitely good-looking. However, with trying to set the atmosphere, the restaurant forgot that it is serving humans, not androids, who may have night visions when dark. The restaurant did mention that they aren't friendly for disabled members of the public. Please do add that the restaurant isn't friendly for kids and any elderly as well.
Hardwood flooring is definitely a cozy vibe, IF the flooring is slightly more stable. Taiwan has been/is/always be a higher humidity environment. Wood in these places is normally more flexible and may not be the best used as a main support for infrastructure. Case in point, say you are seated outside on the patio. A server comes over and gets your order. The wood below gives you a bouncy feeling while he/she approaches as the wood flexes quite a bit. Now, multiply that by 10 times as you do need food to be served. Then add 10 more if you're dining with a friend. Unless you and the friend don't intend to get up, even for the bathroom. Another amount for each guest/friend dining with you. Then, there are staff moving abouts as well to serve other tables. In a nutshell, bouncy, bouncy, bouncy.
And, there are other minor things that need a touch of care. But, if anything that can kill a restaurant, it's service. Overall, service is passable. Only IF one is into the being measured attitude of service. Some are not as so, but a good majority are.
Finally, the food. Restaurants are most valuable for what can be served. Food was not too bad. There are dishes that worked, and those that were just ok. Servings were more of a tapas style and should be expected as so.
With the overall experience at The Top, it's better that The Top makes itself a private club or facility. Clientele may be curtailed to only the young (18-30). Do make sure a "Cash only" sign is identified and maybe told to those that would want to make a...

Staff named Zheng Yong(I hope I spell his name right), that was both unprofessional and unacceptable. He was not only rude, but also raised his voice, shouted, and challenged me in a confrontational manner, including asking where I was from in a tone that felt aggressive and inappropriate. I was merely requesting for more orders when he walked by my table. Such behavior is deeply disrespectful and should never be tolerated in a customer-facing environment.
Also, I was informed by the on-duty supervisor that there were no managers present and that one would not be available until after 3am,only to be in to do closing. The complete absence of managerial oversight at such a critical time is highly concerning.
The service overall was appalling. No effort was made to address my concerns or provide basic courtesy. Additionally, the quality of the food was far below expectations. The chili served was spoiled, and I had to request a change twice—something that should never happen in a reputable restaurant.
Having had a positive experience at your establishment before the pandemic, I was looking forward to returning and sharing what I remembered as a highlight of Taiwanese hospitality with a visiting friend. Unfortunately, what was meant to be a memorable and pleasant visit turned out to be deeply disappointing and frustrating.
I urge your management to conduct an internal review of this incident, look thru all CCTVs should you have one and take appropriate action regarding Mr. Zheng Yong’s conduct, and ensure your staff are better trained in customer service and basic professionalism.
