Go Go China Express — Restaurant in Town of Newburgh

I placed an order for delivery at 5:45 PM and did not receive it until 3 hours later. I called twice during this time to ask for the status and was told each time that it should be there soon. I live 6 minutes from this restaurant. The third time I called was at 8:30 PM to ask for a refund which I was denied. I explained that even if I do get the food I have been waiting 3 hours for it and would appreciate a refund and was again told no. I see many reviews saying how fast the delivery was, so not sure what happened tonight but either way refusing a refund for an order that was still not received 2 hours later than it was supposed to be delivered is unacceptable and disappointing. I ordered food for delivery, it came HOT and everything was so good as usual. I ordered steamed pork dumplings, boneless spare ribs and shredded pork with black bean sauce. My ribs were excellent, my dumplings pillowy soft and so flavorful! The shredded pork with black bean sauce usually comes with a different kind of pork and I was curious if they made a switch, but they assured me that they were just out of that particular kind of pork today and that was just a one time thing. My pork in black bean sauce was delicious REGARDLESS and their customer service over the phone was VERY kind and generous, they even offered me a remake or refund which I declined because everything was great. Absolutely awful. Ordered from here tonight and my food was not good. The crab rangoons were dry and hardly filled; my General Tso's chicken wasn't spicy when I asked for it to be, and usually restaurants will fill a container with the chicken and do rice on the side but they squished both in there so there was less chicken, and neither the chicken nor the rice tasted that good; and I ordered House Fried Rice for my mother and honestly thought it would be a bit larger. $35 total and totally not worth it.
