I had the local old man tell me an unknown good place. There is a very calm place even though there is right next to one of the most touristic streets, Rue Sainte-Louise.

In 1663 Simon Denys built a mill on top of this small Rocky rise above Quebec City. The site had a windmill. As part of the hasty fortifications of Quebec in 1690, Governor Frontenac employed the site. In 1693 the site was formally incorporated into the defenses of the city as a redoubt. The mill was demolished at the end of the French regime.

Very quiet location. Okay views - not postcard quality. NO PARKING...

Quiet place to read, have tea or packed meal. Go to back top bench away from the tour groups. Tour groups started more heavily at 11am, go early AM. Could hear opera singer from nearby...
