佐敦谷明渠的活化工程在2020年開始展開，明渠主要收集來自飛鵝山和牛頭角一帶的雨水，因應政府在2019年提出「河畔城市」的概念，渠務署同年檢視各區的主要河道及明渠，然後選擇了具極高活化潛力的佐敦谷明渠。

活化工程分為三部份，最大的特色是在佐敦谷水道上方建成的「水道花園」，渠務署高級工程師蕭偉忠表示，設計融合了綠化與可持續發展的元素，例如台階使用環保木鋪砌，上蓋設有太陽能板為花園內的LED燈帶和手機充電器提供電力，「晚上花園會着晒燈，會形造出懸浮嘅效果」。蕭偉忠認為，水道花園可為市民提供一個近水的公共休憩空...
