This used to be the entrance to the Roman city of Salona and must have been impressive. Unfortunately it is missing most of the upper structure that would have made it impressive. However you can see the grooves in the road from ancient carts passing through.
It's worth a visit as a part of the Salona tourist attraction which also includes the ruins of a large amphitheatre, archeological museum, and early Christian churches amongst other things.
