The beach is a joke. Apparently it's "no one's land" as both Chiba prefecture and Makuhari had gave up on it so it's full of trash and it's not maintained. I don't mind that nobody is cleaning it but why is there trash in the first place? I am repeatedly told (by Japanese) that Japanese don't litter and are courteous of others, so where did the trash come from? Is it growing in the sand? On the bright side, you can fabricate something to seat on from all the wood / trash laying around. That being said, I haven't seen any trash cans but I wasn't looking too much either.
Swimming is not allowed which was shock at first but honestly would you swim here even if it was? Water is so black / brown you can't even see 1mm below the surface. You have all factories and industrial zone on the left, Tokyo and industrial zones on the right.
There is basically no parking. There might be 1 or 2 paid options around (like on ZOZO stadium) but the beach itself is not worth paying 1 yen, let alone whatever ripoff price they might ask for.
The view is nice (at night), but nothing spectacular. You can kinda see Tokyo but it's a bit too far.
There are some toilets but no power outlet anywhere near the area so it's a problem if you are with electric bike (sorry for trying to be environmentally friendly). This is Japan problem in general rather than the area itself.
