When I was there on October 2016, the stairs leading to the top of Sobakudai is partially damaged in a storm, resulting in less than ideal walk up to the observatory point. Steps are muddy and slippery and require you to be extra cautious at certain point of the track. Definitely not for people with bad reflexes.
However if you managed to walk all the way to the top, you'll be able to see both Ginga-no-taki and Ryusei-no-taki right in front of you. If you're lucky, you'll able to see the peak of Kurodake right behind the fountains!
