If you're visiting Oradea and you want to see the city from above, Ciuperca is the right place. Make sure you bring (and take back with you) a bottle of water, especially in the summer, as you won't find a shop to buy some and the hill is quite steep, lots of stairs and steps. So you'll need to stay hydrated. The hill has been under construction a few times and it looks a lot better than before, much cleaner too. The vegetation (trees, bushes, vines) is quite new so there aren't many spots with shade to take cover from the sun.
