Hobbys Inc — Attraction in Wheeling

Have been a subscriber of comics from there for the past 8 or 9 years. They have a wondrous amount of new and old comics. They double as a video rental store so the interior is huge. They also stock model kits, painting supplies, and magic the gathering cards. They also have a vast amount of action figures ranging from the early 90's to the present with DC Direct figures and The Walking Dead being very popular right now. There was a book sold there that had a price sticker of $9.99 (it was bagged & boarded). I take it to the counter and the store owner says he would not sell it at the price marked on the book of $9.99. He sold it to me for $20. I wasn't sure about the situation until I talked to friends of mine who said what he did was illegal. I'm not sure if this is illegal or just bad...
