From the nearby parking lot, just walk past the ruined fort walls of Battery Peck to reach the access path. You'll have to walk in a sandy trail to reach this overlook point. It was easy to imagine how great emotions the settlers who arrived from Europe felt when they sailed past this towards New York and the Statue of Liberty.
