This bridge can be crossed as a pedestrian if you use the correct route. There are walkways beside the outside lanes of traffic, protected by a double guardrail and an eight foot tall chain link fence. That being said, I think people's perception of time might get a little skewed behind the wheel because that is a swift moving bridge. Sometimes it's up, but most of the time it's down and never seems to hold me up. It is covering an operating canal fed from the Mississippi River. Now something that always holds me up, Every Single Time I Try To Get At Least To Franklin Ave, the ****ing train is crossing Saint Claude Ave. It's to the point where I don't ever take St. Claude, EVER. (I know I'm rambling on now, but watching the captains steer the tugboats with the double long, double wide barges is nothing short of watching a live miracle.)
