It's not, and the sloped areas have a lot of loose gravel which means wheels spin out and there's no traction. The wooden dock has two sections of very steep slope, and I couldn't make it any farther on the trail without spinning out. The areas that are flat still have loose gravel and loose dirt. This could be made more accessible by either smashing that gravel into the dirt so it's all a hard compacted surface, or not using loose gravel at all. If you can walk, then it should be fine. I saw some elders walking using rollators and they had to stay on the sidewalk. Oh, there is also no safe place to park if you use a wheelchair van.
