Owned by the same people who used to own the former Hotel Paris on Kampuchea Krom which changed hands in November 2015 (now Hotel Mango). This is a hotel for local Cambodian tourism, also popular with Chinese budget travelers. Located in an area with many simple hotels catering to the local market. Only one floor (6th) is really usable for hotel purposes at the moment, others are either closed or undergo renovation. The tiled, good-sized, clean rooms with flat screen TV, fridge, walk-in shower range from $15-20, breakfast (inedible) is included. Secured garage parking in the back is available at no cost. A KTV is located across the street yet only minor noise comes up to the 6th floor. Nothing really works, sometimes the split-unit AC is out, the WiFi on guest floors doesn't work most of the time, sinks don't drain, showers with cold water only, shower hoses broken, lighting in bathrooms dismal, no safe in rooms, alas, a place which I like (maybe it is because of the receptionists.)
