Harold Rankin Park — Local services in Lowell

This is a cute park, with so many wonderful things available. However, while walking my dogs around the loop, a neighbor on Park Street had their dog outside without a leash or fence and it ran towards my dogs. This didnt feel like a safe place to keep walking since the dog owner did nothing to call the dog away from us and just sat there looking at the whole scene. It's a very small playground with 2 baseball fields and an outdoor basketball court. There is a walking/running track. Water fountains don't work. Occasional litter can be found which isn't the fault of the park so much as the inconsiderate folks who can't help themselves. One of those outdoor exercise areas that no one ever uses in any park ever. Plenty of gravel parking. No restrooms unless you catch a time when a porta...

Bathrooms not anywhere near the play ground and no splash pad like other small parks. I do have to walk back and forth from play ground across the park to the bathroom with a toddler who pees every 10 min. Just need some upgrades folks .....get to it. Lowell resident and been here since 2003. Do...
