A nice, little look-out spot with a bench right there. The view across the bay is kinda limited left and right by vegetation, but that also makes it a little less exposed to winds.
The street to this view point gets closed in the afternoon, signs say by 5pm, people working at the Indian Cultural Center there say they realistically close it some time between 6pm and 8pm. Make sure to be out of there before that!! The parking lot right there is mainly for the Cultural Center - signs say30 minute parking only. Even though I haven't seen anybody reinforcing that, it would definitely not be appreciated to leave your car there all day. The closest, permanently open parking lot (North Parking Lot) is about a 15 minute walk away. Either walk along the street, or more relaxed, take a walk through Discovery Park.
